My Dog Has Very Dry Flaky Skin And A Bad Smell And Barely No Fur Left What Can I Do To Help Here With Out Going To The Vet?

Find a good holistic vet in your area - check the AHVMA.
Consider what you are feeding - he/she may be allergic to the ingredients.
Bathe your dog twice/week with a good, medicated shampoo. But wash first with a good dish soap like Dawn. This will help to remove the greasiness on the skin and allow the medicated shampoo to do its job better.
Frequently wash his/her bedding and anything that he/she lays on in a mild soap.
Find a GOOD HOLISTIC VET.
Your poor dog is probably miserable.
It sounds like things have progressed past a simple fix and will require monitoring by a good vet. Sorry, can't avoid the vet. But by finding the right one, you'll get a good diagnosis and he/she will help you find a solution for the dog's lifetime. Once cleared up, you'll probably just need to maintain a healthy diet and some supplements.
