A dog's ears can change during development just like the rest of the body.  It is more common for a dogs ears to be floppy then stand erect as they develop.  I would contact your breeder to see if this is normal in her litters and to have her assure you they will flop down.  Since the parents look "normal" I suspect the puppy's ears will drop.  There is a possibility that this could be a trait unique to your puppy.  Unless you are planning to show this dog these ears should not be a problem.
Another good resource is the Bichon Frise Club of America--www.bichon.org.  They may have a forum you could ask other owners/breeders their opinions.  You can also link to this website from the American Kennel Club.
