Yes they should
That is more of a myth than actual truth. Behavioral changes after being neutered can occur. It should make a male dog less likely to scent mark things (furniture, etc.) and less likely to react insane when a female in the area is in heat.
I have one male at the moment that has been neutered - and he is the same energetic dog with no changes at all expect he is missing a part of his anatomy. :)

Not necessarily will it calm them down, but they will stop marking things.
