That's tough, because there are different types of intelligence in different breeds of dogs. Yes, russells are very intelligent. Working with the dog to help bring out some of that intelligence is a good thing, they will develop mentally and learn to do some independent thinking of the things you yourself teach him. This is a some what subjective area of study, given that there are different kinds of intelligence... Some breeds have highly intelligence but in very specialized ways... But in terms of well rounded, general intelligent or "brightness the list is as follows:

...But Jack Russels are highly intelligent as well. There's a book called "The Intelligence of Dogs", by S. Coren, that you might find interesting.

yeah.. i know... one of the doppiest dogs i know is a rotti mix... but as with people, you have to make exceptions for the individual ; )

Without a doubt; Boxers!
Then again, I own one. At 10 weeks she will sit on command.
Thats better than any of my kids (ha).

Really, it is very subjective based upon what kind dog breed/ reason for being the dog represents.
A Jack Russel is smart, but a Boxer or rottie would kick its butt in a guard/attack situation.
Neither would do as well as a Sheep Dog when it comes to herding.

All fade into the sunset against a Shi Szu for cuteness.

Oh well, all dogs are great in their own right. Kinda like people.

With the right kind of training any healthy dog has the prospect of being intelligent go and get a book from your local library to help bring this out in him

Having had both I would say : The German shepherd and the border collie, without a  doubt!  My labs were rather intelligent as well.
