Foreign bodies in the ear canal commonly cause head shaking and scratching of the ear.  Ear infections can also cause head shaking.  Your dog needs to be examined by a veterinarian.  They will look down her ear canal to verify if a fox tail is present.  Usually foxtails are removed under sedation.  An ear cytology should also be run to screen for ear mites and an ear infection (yeast or bacteria).  
Do not try to remove the foxtail at home--you will likely do significant damage to the ear, the ear canal, and/or the ear drum.

Hi my dog keeps shaking his head right to left and looks likes he is in pain
I took him to the vet he gave me drops for me to put in his ears its been 24 hrs and still no
inprovement. He doesnt look too good all he does is just lie on his bed all day.
Can anyone help please
