Is there something wrong with puppy that he/she needs medication to relax and sleep? If not, you shouldnt give the puppy medication without a vets supervision and instruction.
If there's nothing wrong with puppy, lots of play and exercise will tire him/her out. If he/she is very young and is restless because he/she is newly away from its mother, try a ticking clock wrapped in a blanket and pop it in a warm bed with puppy.
