This disease is called atresia ani. There are 4 types of this disease-with 3 of the types an animal is unable to defecate at all. Without surgical correction this congenital defect is fatal.
It is unlikely that this puppy would be able to live until 6-8 weeks of old without correction of this problem. This puppy needs to be examined by a veterinarian to review this puppy's anatomy and figure out where she is defecating from. She may have Type 4 atresia ani--this is when the vagina and rectum are connected and they defecate through the vagina.

Some puppies are born without anal opening and this condition is called imperforate anus. This is medical emergency and requires visit to vet immediately because puppy can die within few days. Surgery is the only solution. In this surgery doctor make incision. This can be complicated surgery because very vet can not perform surgery. So take your puppy to vet surgeon. After the surgery, prognosis is good.
