You did not say how old your puppy is!If your puppy is 2 weeks old or younger, then he or she is not ready to open his or her eyes yet. That puppy should still be with his or her mother and litter mates. Puppies do not open their eyes until around 2 weeks old, give or take a day or two either way. If the puppy doesn't open his or her eyes after about 2 1/2 weeks, then it's time to take the puppy to the vet and find out what's wrong. At first the puppy's eyes will open very slowly and not all the way. You will see little slits in his or her eyes at first, but his or her eyes will fully open, when they are ready to, on their own! Please DO NOT try to pry the puppy's eyes open yourself, because you will do permanent damage to his or her eyes and possibly cause him or her to go blind. The only reason I'm telling you this, is because a lot of people are not aware, that a puppies eyes open slowly and in their own time and they try to pry them open themselves. That's a very big No No!!! The puppy's ears will open up at 3 weeks old and he or she will be able to hear.If you have a puppy over 2 weeks old and it will not open it's eyes, then something is definitely wrong and you need to take the puppy to the vet ASAP and find out why. The sooner the better!
