Your dog might be having upper respiratory tract infection or allergy to pollens or pollutant. Other reasons can be

   1. Rhinitis
   2. Sinus problems
   3. Upper respiratory tract infection due to bacteria or virus
   4. Nasal irritations due to foreign material
   5. Nasal tumors
   6. Nasal mites

Proper treatment is dependent upon accurate diagnosis. So, take your dog to vet who may order different tests after physical examination.

Yes, dogs can have cold but their cold is not like humans. Runny nose, watery eyes, sneezing etc are related with upper respiratory infection that can be caused by bacteria or virus.  Most common viruses causing cold like symptoms in dogs are
  1. Parainfluenza virus
  2. Canine advenovirus type-2
  3. Canine distemper virus
Kennel cough caused by bacteria also causes runny nose and eyes in dogs. As many factors can cause flu like symptoms in dogs, So, differential diagnosis is needed. So, it will be better to take your dog to vet.
