If it was my dog, I would take him to a vet .
If the lumps are on either side of the neck and just below the jaw, they could be either the salivary glands or the lymph nodes (which would only be enlarged during an overall infection or lymphoma). If they are not symmetrical in nature, then you could be looking at abscesses or tumours (either benign or malignant). It is best to have the lumps examined by your veterinarian just to be sure though. Good luck and I hope is nothing serious.
It could be a lot of things. Are they getting bigger ? Do they seem to bother him when he swallows? Could be swollen glands, tumor, cyst, fatty pockets, or even cancer.
