You should see your vet as soon as possible. That can be a sign of heart trouble (including fluid in the lungs and even abdomen), infection, pneumonia, thyroid problem, diabetes, kidney trouble to name a few. Some of those need diagnosis and treatment as quickly as possible to save your pup's life.
