Your dog needs a physical examination of the eye to find out exact cause. Runny eyes in dogs can be due to

1. Inflammation of the conjunctiva caused by bacteria or virus
2. Glaucoma
3. Problems in the eyelids and eyelashes
4. Foreign material in the eyes
5. Allergy to smoke, dust and air pollution

Cloudy eyes in the dogs is not good sign and requires vet visit immediately. So, you should take your dog to vet for proper diagnosis and treatment.
