All skin diseases in humans and pets can not be diagnosed without physical examination because many skin problems can have same symptoms. Your local vet is in good position to check your dog physically. Your dog's problem can be due to insect bites and allergic reactions due to  medicines, foods and chemicals etc. Affected dogs can have sores bumps and rashes. Affected organs can be

  1. Skin
  2. Lips
  3. Face
  4. Tongue
  5. Itching
Symptoms of rash are
  1. Bumps
  2. Rashes
  3. Scratching
  4. Hair loss
  5. Heavy breathing
  6. Face swelling
  7. Smelly coat etc.
So, ideally, visiting a vet can be more beneficial in the proper diagnosis of the problem and treatment.

I'm wondering if the dog had a fever? Sharpei's are prone to something called Shar-Pei fever. The high temp could cause a rash. Were the legs swollen? Is your pup okay now?
