My dog has a similar problem. I took her to the vet and he seemed a little perplexed. He thought maybe she had an injury to it. He gave me antibiotic ointment to use for 6 days. It did help the bubble go down & turn less pink when I was applying it. However, now it has returned. I plan to call the vet and see what they recommend.
