Hi, your dog probably has conjunctivitis (pink-eye) - caused by either bacteria, a virus, allergy (i.e. Hair) or wind, dust, dirt.  You can get eye-drops for dogs in pet stores that are Ph balanced and won't sting, or put washcloth with warm water on it and gently dab at it periodically.  He shouldn't be scratching at it but that's what dogs do.      If it gets worse, pls take him to vet, it shouldn't be more than $20-50, meds included.  If it's really bad, they'll give him eye drops and then a cone to wear around his neck that'll keep him from getting at the eye with his paws.    If you're totally broke, go to a a vet and throw yourself on their mercy..offer to clean or do light office work or assist in some way to pay off a visit.  Good luck to you and your pet :-)
