First you will need to crate/kennel train this dog. The dog should be in the crate or kennel during the night and at all times you are not home. The crate should not be too big or he will use one end as a bathroom and one end as a bedroom. He should be able to stand up, turn around, and lie down comfortably.
There is a 24 hour method that is effective in some dogs. You will need to spend a day at home with your dog. He needs to stay in the crate then every hour on the hour take him outside. Do not play with him or give him any attention until he urinates or defecates. If he urinates or defecates praise him verbally, give treats, and play with him for 5 minutes. Then it is back in the crate. If he does not produce after 5 minutes he goes back in the crate. Repeat this every hour for the entire day.
Otherwise you will need to put this dog on "house-arrest." He should not be allowed anywhere in the house unsupervised. Some dogs need to be tethered to you on a leash. This insures he will not sneak off to have accidents. Since he will be attached to you when he tries to urinate or defecate in the house you can be there to discipline him. Take him outside frequently.
