Pseudo (false) pregnancy is possible, this can happen if your dog was in heat in the last 2-4 months. The body thinks it is pregnant even though there are no puppies--the hormonal signals will cause nipples to swell and start producing milk.
Mastitis is also possible--this is an infection of one or more of the mammary glands. This can lead to a pus filled discharge.
This dog needs to be examined by a veterinarian to determine the cause of her discharge so appropriate treatment can begin.
