Most likely it's just fat or skin. Depending on what kind of dog you have, it could be from the breeding over the years of the dog, breeded for dog fights. For example the Sharpei has a lot of fat/skin around its neck because they were dogs for ancient royal families trained to guard the palace. You shouldn't really worry about it, but why not just take it to the vet?
