This could be a cut. A urinary tract infection needs to be ruled out as well.
This area needs to be thoroughly examined to look for a cut/laceration or possibly a bleeding skin mass. It sounds like she is not willing to let you do that. Also Keeshond have a lot hair, this will need to be shaved to find a cut or clean out the blood/feces. An open wound or cut in this area can become infected very quickly. She may need to go on antibiotics or have it closed surgically (depending upon the size). Feces are a breeding ground for maggots. Fecal matter in the coat needs to be cleaned regularly.
