Constipation is not very common in dogs.  Diarrhea is much more common.  Dogs with diarrhea will often present with straining to defecate, often attempting to defecate but producing nothing, frequent defecation, and pain on defecation.  The urge to defecate comes from the inflammation of the intestinal tract.  Dogs think they have to defecate but the colon is empty of feces.
It is not safe to give a laxative without diagnosing constipation.
Your dog needs to be examined by a veterinarian to determine the illness and start appropriate treatment.

I think my dog is constipated can I give her just a small dose of a laxative?
