Are its eyes swollen? Swollen eyes should look like it has a thick brown film over it (like eyelids). Swollen eyes are usually caused by vitamin A deficiency (or ironically an overdose of vitamin A). You will need to take your turtle to the vet as soon as possible. Turtles will not eat if they cannot see.

Vocalizing is often a sign of respiratory distress. Please take your turtle to a vet as soon as you can or you will risk losing the little guy.

What you are feeding him? Selection of diet of the turtles is very important because some are carnivores and some are herbivores and some omnivores. Red Eared Turtle like both animal and plants. All the turtle love to eat in the water. If they find something to eat on land, they take to water to eat.
As you have Red Eared Turtle which is still baby, feed him more vegetables and less animal protein. You can also add vitamins in his diet. Vitamin A deficiency in the diet can cause loss of appetite with runny and swollen eyes. In my opinion, take your Red Eared Turtle to vet for the proper diagnosis and recommendation of diet.
