Well if you r sure he is blind I would put him in a very small cage with only a enough water to cover him to the tallest part of his shell with a regular light and when you feed him put him in a bole of some sort with no water and put the food in a circle around him and I would get him checked out by a vet to make sure there is nothing else wrong with him.

Are you sure? Has it been confirmed by your veterinarian? They get infections and become ill and it can look like they are blind but they just need treatment. You need to have your turtle seen by the vet. Um, aquatic turtles can not eat without water and their shells rot if they do not leave the water and bask and basking is incredibly important as well, so don't do that. In reality the proper set up would not change that much whether a turtle was blind or not. You would just have to limit the items in the tank that would tangle it up and drown it and make absolutely sure it was easy to leave the water to bask. Do you have the proper set up and everything they need? They need very specific care or become ill and die very quickly. He is most likely ill or has an infection or is vitamin deficient and needs treatment and not blind. Please take the turtle to the vet if you haven't.
