It sounds like your Pug may have conjunctivitis.  Other concerns include dry eye, corneal ulceration, and ocular foreign body.  Have your dog examined by a veterinarian--they will run a Schirmer Tear Test for dry eye and a Fluorescein Stain to check for corneal ulcers.  Pressure from a collar and sometimes allergies can cause redness as well.
