Why Are My Dogs Boobs Swollen?

My dog just started its menstrual cycle and her period has been over for about a couple weeks now and I am very concerned why my dogs boobs are still swollen is that normal and what could be the cause of this? Also could the menstrual cycle have anything to do with her breast being swollen? Could she possibly be pregnant?
