First, if there is a male in the cage take him out. Sometimes mothers are to young. Other times there is something wrong that the mothers sense and they kill their young. I bred dogs for 20 years and it sometimes happens that one of their young is not going to survive and the mother knows. I hope that she doesn't kill the baby. Keep an eye on her and I wish you the best of luck.
You should treat the wound. If that dose not work take the hamster to the vet.
Don't LET THE MOTHER GO NEAR THE BABIES.because she is biting them to get a sense of them so next time it will smell it out and kill it.Put the mother in another cage for 10-15 Days.
I don't know that she is biting it. If she is a first time mother, she is probably a little clumsy about knowing how to pick them up and put them all in one area to make it easier to take care of them, and to keep them huddled together for each others warmth.
In other words, she's just moving them all together. Hope this helps, good luck.
