Most conditions causing congestion in our dog's are pretty serious so you should see your vet pretty quickly. It may be pneumonia (aspiration, bacterial, viral, fungal, or from kennel cough ect.), a heart condition, valley fever depending on where you live and where you've been, or even poison to name a few and all are considered life threatening. Hope your pup is feeling better soon and it's easily cleared up.
