Maybe only if you have no other food to feed for a day or two, but I would not feed beta food to a goldfish for a consistent diet. Goldfish do eat some protien matter from time to time but they are mostly hebivores and require mose plant matter in their diet. If you feed meaty foods this can constipate your goldfish and cause future problems.
