Unfortunately, with puppies it is recommended that about every 15 minutes, you take the pup outside and wait for him to potty, then LOTS of Praise!! 15 Mins is not a long time for him to wait so after a short time of going out for relief, they begin to associate potty time and place as OUTSIDE!! If all else fails, there is always crate training..
