If this is a puppy your dog could have puppy vaginitis.  This is irritation of the vagina and vulva leading to irritation and inflammation.  Age is the best cure of vaginitis; it will resolve when they reach adulthood.  Sometimes secondary infections need to be treated.  In the meantime clean your dog's vagina with baby wipes twice daily.
If this is an adult dog then you need to have her seen by a veterinarian.  There are several things that can cause vaginitis or bladder problems.  Home treatment will not work unless the underlying cause is found.
