Having a kennel that is too big is a common problem--sounds like this is part of the problem with your puppy.  Also puppies only have the bladder control to hold their urine 1 plus their age in months--so if your puppy is in the kennel for an extended period of time it is not the puppy's fault.
This inappropriate urination also tells me potty training needs to be reinforced.  I would use the 24-hour "boot camp" method.  Place your puppy in the kennel and every hour on the hour take her outside--if she urinates or defecates praise her, treat her, and play with her for 10 minutes.  If she does not produce anything take her back to the kennel after 5 minutes.  Repeat this hourly for 1 day. 
If inappropriate urination continues have this dog examined by a veterinarian to screen for urinary tract infection or puppy vaginitis--these are other causes of inappropriate urination in young, female puppies.

Thank-You so much for your input! I have made her kennel smaller so we will see what tonight brings. Maybe I am expecting too much, She is only 9 1/2 weeks old. I have never had a small dog before. I have always had big dogs. She is a minature australian shepard.

My dog would do the same thing when we first got him as a puppy. We learned that when they have a lot of room in their kennel (or our dog had a crate cause he is really small), they'll sleep in one corner and "go" in another. We put a divider in his kennel and he stopped going in it, he would just sleep and be good.

I made her kennel smaller and that stopped her from pooping in it. I had to give her a bath today cause she smelled of urine. I would like to say that she is laying in it. I can make it smaller if I need too! Thanks for your help!

Get a smaller kennel and try potty training her

Well sometimes you might be giving it too much water too drink. And letting it out "how ever many times you do in a day" might not be enough.
