First, make sure that this is what it is. Is the dog weight bearing on the leg? Is the dog holding the leg up and carrying it up? Is the dog limping on the leg? Is it a front leg or a rear leg? This could be something that requires rest and a pain reliever to surgery, so I'd suggest you see a veterinarian.
