I wouldn't recommend it, but not because of water temp. I had a goldfish and 4 tetras, but the tetras started disappearing. It turns out the goldfish would nip the fins of the tetras at night when I was asleep. Eventually they would die and she'd finish them off! If the tetras are small they will be fish food for the goldfish, which can get quite large.
Although it is recommended that goldfish be kept in a species only tank, they can do well with many different types of fish. The problem usually happens when one type of dish is forced to live in different conditions that it is not used to, like warmer or cooler tank temperatures. Some fish like tiger barbs, tend to be fin nippers and would cause a great deal of damage to your fan tailed goldfishes fins. There are many different types of tetra fishes so you should research what types of tetras you have to see if they have similar needs as your goldfish. Goldfish are a cold water species, while Tetras are tropical(warm water). Goldfish also tend to create high levels of ammonia; higher levels than many other species can tolerate. I wouldn't recommend keeping goldfish with anything but other goldfish.
