This is dental tarter. It is caused by food particles, oral bacteria, and is mineralized to the tooth. Once the tarter is present the only way to remove it is to have your dog's teeth cleaned. A dental cleaning will involve having your dog anesthetized so the teeth can be scaled and polished--just like at your dentist. It is better to have preventative dental cleanings done every 1-3 years so teeth do not become infected and abscessed. Abscessed teeth will need to be extracted.
Home dental care should involve brushing your dog's teeth daily with toothpaste formulated for dogs. Dental rawhides and chews also promote oral health. Bones are too hard and will fracture the teeth. Fractured teeth are at risk for bacteria to enter the pulp cavity leading to an abscessed tooth.

It is a build up of tartar. A vet will perform a dental op to remove what he can. This involves a general anaesthetic.

Its called tartar. You would get it to just as bad if you never brushed your teeth. Its normal. Give it ham hocks, beef bones to help break it up or pay to have its teeth brushed.
