Is this a young dog who lacks in training? Or an adult dog with serious problems?
Removing the teeth will not remove the behavioural problem of biting. An animal can still bite without teeth!  Having the teeth removed will not stop him biting. It will lessen the damage, but plenty of damage can still be done to the victim.
Why anyone would consider this inhumane painful procedure is beyond me. It is cruel and unnecessary and the recovery period long and painful.
Behaviour and re-training classes would be more beneficial.
If a dog is aggressive enough to be biting people then in some cases retraining will not be sufficient.
