Excessive shedding of hairs is dogs is usually associated  with scratching. Many factors can cause itching and licking in dogs that can cause excessive shedding. Most common causes are

   1. Almost all skin diseases
   2. Allergy to fleas, pollens, molds, and foods
   3. Scabies especially sarcoptes mange
   4. Cheyletiella or lice
   5. Pyoderma
   6. Ringworm infection
   7. Cushing's disease
   8. Endocrine diseases
   9. Autoimmune skin diseases

If your dog is free from any allergy and skin parasites and skin infection then some internal cause are suspected. So, it will be good to take your dog to vet for accurate diagnosis and treatment.
