If your chi is only a pup they sometimes shed puppy fur... Otherwise this could be caused by stress food/other allergies or even lack of proper grooming... If there are no sore or irritation it is probably nothing to worry about... Long hairs tend to shed more than short hairs do... But chi's do shed just like other animals! If there is irritation or large bald spots perhaps you should take your chi to the vet!
