You need to have them tacked back. I f you do not it can cause your dog to go blind. Blind dogs are very hard to deal with. I have a shar pei and her eyes were half way closed. I took her to the vet and they tacked her eyes back. It cost me $250.00. But it was worth every bit of it.

If its due to matting, yellow or green. As a groomer, I've seen that problem a lot, especially in puppys. All you need to do is clean the eye with a soft cloth. Unscented baby wipes work well, they don't leave lint.

If this isn't the problem and if your dog is a pup I am pretty sure the vet will want to wait, for the dog to get older, to see if it can be grown out of, maybe the small muscles behind the eye haven't fully formed yet. Also to give the dog the best chance against the risks of surgery. I would be conserned if the vet didn't want to wait for that procedure. If there was infection, or another serious problem, than I would say yes. If she has to have corrective surgery than, you need to become informed about the risks and benefits of the surgery, so you can make the best possible choice, for you and your dog. Good Fortune
