No you shouldn't help it is part of the process and it can actually harm the chick.
You can, but the chick should be able to emerge from the shell by itself. More important is what you do before the egg hatches. Incubation, humidification, ventilation and turning are all important factors in terms of hatchability. A chicken egg should take about 21 days to develop.
