This bug eating wasp  might be a:
 
Sphecius speciosus, the Eastern cicada killer
S. Grandis, the western cicada killer or
S. Convallis, the Pacific cicada killer.

Cool! I had a wasp? on my doorframe one time that looked like a red wasp but was about 3" long and had several normal red wasps on and around it. I couldn't decide if it was their queen or they were trying to drive it off, but never heard of queen wasps. Perhaps one of the other cicada killers you listed?

If it's what I think you're talking about, I was always told that it's a ground hornet.  And that pointed tail is a stinger and it hurts like a son-of-a-gun!
 
Best thing to do--just stay as far away from them as possible!
