Yes, green discharge in dogs before delivery means that puppies will be born soon. Vaginal discharge before delivery begins when mucous plug is removed and clear discharge starts. This discharge then turn in to pale green and then dark green. This dark green discharge indicates detachment of placenta and start of delivery of first puppy soon.
NO I have been breeding for 10 years green is not a good thing to see, it does not indicate labor. It indicates:
Premature Placental Separation - No pups have been whelped, but the bitch is passing thick, black-green discharge from the vulva.
If you see any green discharge BEFORE the first puppy arrives, please call the veterinarian. Green discharge AFTER the first puppy arrives is NORMAL. If your dog strains continuously for one hour and no puppy arrives, please call the veterinarian. A puppy may be stuck somewhere in the birth canal.
Please think about your dog and unborn babies, 50 vet call can save their lives.

It is normal for dogs to have a dark green or black discharge after the delivery of puppies. This discharge can last for three weeks. In the beginning, this discharge is frequent but tends to decline as the time passes. At the end of three weeks after delivery, only traces of this discharge are present.

If their is an infection it can spread threw the entire litter in mommies belly, making the babies very sick or even killing the litter, why take a chance you have come this far.

Have you confirmed pregnancy by ultrasound or blood test? That would require a trip to the veterinarian asap. It usually indicates an infection and if you didn't confirm there is a possibility your girl has pyometra instead of pregnancy if you did it still indicates just as serious an infection/problem. A uterine infection will be deadly without quick diagnosis and treatment and the more stable they are the better.
