Could be worms, and there are several varieties of intestinal worms canines can get.

Or it could be simply that his butt itches, and he is a bit uncouth. Teach him not to do it in front of company... At least that's what my wife told me.

Your dog might have worms. Note few symptoms to confirm their presence such as dry coat, loss of weight with the passage of time, increased appetite etc. Give it an oral d worm medicine to kill the worms in its intestine. If the situation remains the same even after de worm medicine then it is just a matter of cleanliness. Keep it and its surroundings clean to avoid any infection after anal gland extraction. Use Vaseline to reduce its itching. Clean its butt thoroughly to remove any waste.

Your dog might have pin worms and a Vet can prescribe an oral medication, however the most likely cause is allergies. Does he lick or chew on his feet? Does he seem to have itchy ears? Do his eyes run and water? 99% of doggy butt-dragging is caused by an allergy to something, and just like humans, this may manifest at any point in his life.
