Depends on where the hairloss is. If it is localized it maybe a contact dermititis. If it is at the base of the tail it is flea related (fleas love it there!). If it just seems to itch all over it may be a food allergy (your vet would need to do a food trial) or it maybe seasonal allergies. Prednisone from your vet may help or a cortisone shot too may help boost the Prednisone if itching & hairloss are extreme. Sometimes the spray that groomers use can irritate the skin as well. Do not bathe your dog too frequently either. Make sure you are grooming in an oatmeal based shampoo/conditioner. For flea control I recommend Frontline or Advantage purchased through your vet's office. The "discount" places on TV & radio sometimes buy their products from Mexico & have been stored in extreme heat & the experation has been changed! (makes product less effective). Good luck!
Have you checked for fleas. Maybe could be a rash, or maybe just nerves. A lot of smaller dogs are nervous and sometimes will need medication. Bring her into the vet for a full check up
