You can use a bulb suction you know those blue things they give to new parents in the hospital to suction the baby nares. Good luck at getting your dog to let you. You can purchase them at any drug stores. They might be a different color but just ask someone for the bulb syringe to suction a babies nose. Also can your vet they might recommend something or want to see your dog. You just don't see dogs with cold symptoms so this is not common. It could be an allergic reaction and the swelling is what causing the noise. Good luck.
