The first step to take is to see if you can narrow down what is causing the problem because it is often an allergic reaction to various things including commercial dog food.  Other potential substances that might cause a reaction include fabrics, shampoos and plants and it is wise to remove anything new which may have come into contact with the dog recently.  Once any potential allergens have been removed the condition may get better but existing symptoms can be alleviated by attempting to stop the dog scratching and using a high quality pet moisturiser to reduce the itching and reduce dryness.
Evening Primrose Oil, an Omega 6 Fatty acid, is useful for alleviating scalp psoriasis as is coal tar which is also used for humans suffering the same issue, this is available as an ointment, shampoo or lotion.  According to the University of Maryland Medical center, Sulphur mud baths can be useful because of its keratolytic effect.  Salicylic acid, issued orally or applied locally to the issue can reduce symptoms while washing with potassium permanganate is also effective and cheap. UVB causes activated T cells in the skin to die. Daily exposure to sunlight will improve your dog's scalp psoriasis.
Should the condition worsen then you should take your dog to the vet.
Psoriasis is a skin disorder caused by a weak immune system, specifically the T-Cells dividing too quickly.  When they divide every few days rather than monthly the T-cells tend to accumulate rather than being shed. 
Scalp psoriasis is the most common form and usually presents itself as bright, scaly pink patches at the tips of the legs, elbows, sacral area and scalp.  Later the redness tends to decrease as the infected areas develop silvery scales.
