A lot of "fluffiness" is created by groomers back brushing the coat to make it stand off the body. Unless you are going to show your dog there is no need to do this.
Also if your dog is still young, it may not have developed a full coat yet.

I've found that when I have dogs without the fluffiness and that have the flat coats that they get better coats after having their first litter of pups or being cut down with a #4 blade to where they have about 1/2inch of coat, once they grow their coat back in it is fluffier and stiffer but still silky soft.
