Your tanks ammonia level is too high.
Go to the store and buy some ammonia tablets and within a week or two the black on the tip of the fins should be gone.. Also do weekly water changes. This is what helped my fish/

It can happen when there is too much ammonia in the water. Get some Aqua cycle which is a beneficial good bacteria and add it to the water. Also, make sure that the filters are clean. It happened to me when I had put the fish on medication and had to take the carbon filters out.

Your gold fish is not pure breed if it had this color already. But if its color is changed after changing water and gravel color then its a natural phenomena where insects and other animals under go an apparent change of color according to the color of their environment to hide themselves in a better way from enemy.
