She does not know what is happening so is probably whining mostly from anxiety. Don't sympathise with her too much or she will get into a habit of being whiny.
If she wants to rest - I would let her do that. You need to keep her secure from male dogs anyway, so if she does not want to go for a walk, that is helping you. The next time (unless you have her spayed) she will know what to expect and it will probably go easier for her.
