What do you need the "free kittens" for? Kittens make for lovely pets. However there are a lot of criminally insane people out there who want kittens to feed to snakes, use as bait for dog fights, resell them to labs that torture them, etc. As a provider of free kittens I have to interview each person and reassure myself that I am not dooming one of God's little creatures forever.
The first place to look is your local newspaper or parish or community magazine. People who have more kittens or puppies than they can keep, often advertise them under such descriptions as "free to a good home." The best place to look is the Classified section (usually after the job ads) typically close to the Lost and Found announcements.
If you can't find anything there, the next place is to try the websites or Yellow Pages listings of Animal Rescue, the RSPCA or other animal charities. You are perhaps more likely to find adult cats than kitten at a rescue centre, but it's definitely worth a try and, even if they can't help you, charity workers are highly likely to know of local people who breed cats or simply sometimes have too many kittens. Apart from this, I would recommend that you also mention to any cat lovers you know, that you are looking for a kitten - one of them may well be able to help.
Kijjiji is good place to look. Just google it and you got results. Most people today would love to give you free kitten , even some food or things for it . BUT they want to be sure that you are nice guy/gal and would take good care of your new kitty. Everybody has his/her strategy how to tell good people from bad. So be prepared to answer some questions. Provide some proofs. F.e. Name and addresse of vet you used for previous cat/cats . Best if you yourself offer 10 -20 dollars for creature, if your budget is tight.Or more if you can afford it. It make it clear that you are not selling to labs, using it like feed and other things people always mention as a reason why kittens should not be free. Also you can make agreement that you take kitten to vet to be check up and vaccinated and send copy of vet receipt to the seller or seller take it there and you pay the bill. Pictures of your children are not proof anymore. As there was a case in Texas, a Latino father collected free kittens and sold them to labs in bulk. He was always coming with his son., pretending that kittens are for the child. SPCA take about 75 dollars. But kittens are healthy and vaccinated. Good luck with your new kitten.

You can look on craigslist.org or look in your local newspaper, search on Google for free kittens to good home near you, or maybe at a pet store they are giving away free kittens. I am also looking for 1 or 2 female kittens in the Platteville area or around, and these resources have helped a lot. I hope you find the perfect kitten for your family if your looking for one :]

To fine free kitten check with your vet, the newspaper. We found our last one at a Flea Market. There is always the animal shelter but they do charge a little.

Another option may be your local vet. A lot of vets in my area have a cage where people bring them in because they either can't care for them or they don't want to call us to come pick them up and take them to the shelter. Worth a try anyway.
