Cats clean themselves regularly as part of normal grooming behavior. If this licking has increased in frequency and truly is constant your cat is likely feeling discomfort from that area. Male cats can develop urinary tract obstructions--these can be fatal. Often initial signs of urinary tract problems are straining to urinate, licking of the prepuce, frequent urination, and inappropriate urination.
It would be best to have this cat examined by a veterinarian. They will examine the area to rule out external causes/dermal causes and run a urinalysis to screen the urine.
At any time if your cat is unable to urinate seek veterinary medical attention immediately--this is an emergency!
