It could be an allergic reaction to the food you are feeding. Or it just could be regular allergies, like to grass, pollen etc. Depending where you live.  In any case your dog should have a vet visit ASAP. I know I would not want to feel like that.   Or it could be Mange, there are 2 types ,1 is catchy to humans and the other isn't, in any case, a vet visit is a must.

I have a white boxer who gets bumps all over his back as well. It usually happens when he gets wet in the rain or when I give him a bath. We started using a shampoo with oatmeal in it and he just gets them from the rain still. They don't seem to bother him and they go away after a week or so. He's 4 now and has been getting them since a puppy.

I would think that it would either by an allergic reaction to something or he has been bitten by something.  Have you considered taking the animal to the Vet?  Does he/she seem to be scratching or uncomfortable?  Is there any indication that his breathing is a problem?  An allergic reaction (if that is what it is) can be dangerous.  It's really not possible to give a diagnosis via the computer.  A veterinarian could give you the answers you seek.
